Are we allowed to have a driller on the Station to tie and untie the bolts and Nuts quickly?

Yes. You may bring tools with you to repair your vehicle. A drill is acceptable. Note that you must be careful and not damage the pool deck or any objects. And of course you should have eye protection whenever using a drill.
