A new ruling has been posted on the MATE site regarding batteries. It is in the competition section for each competition class.

Mr. Gardner,

Hi. My team is likely to use laptop computers for C3 of the ROV. Most laptops today have lithium-ion on-board batteries.

While it is clear that powering a sensor using lithium-ion batteries in a separate power source is prohibited, does this ruling also affect the use of laptops or other computing devices such as cellphones at the control station which have on-board lithium-ion batteries?

Laptops, phones (non-transmitting - see Rules section) can use battery power. That power is not allowed to go into the water (down the tether) or power the ROV, but surface equipment is fine.
