Inquiries regarding "tether" definition

We would like to ask what is the the definition of tether, would the cable connected to the micro-rov (non-rov device) be considered as tether? If not, will pulling the cable be considered as violating the rule "No tether pulling"?

With regards to the line following mission, would we be able to attempt the autonomous line following after conducting line following using manual control to improve our score during the run? Or are we only given 1 chance to attempt the task in each mission run?
