Hello,
We are using tools such as cups that have the ability to float. If we were to deposit the trout fry or grouts using a cup, would we be able to let go of it while underwater and retrieve it from the surface using a piece of string?

No. A cup to deliver grout / trout fry / other items would be classified as a collection basket. You are allowed to have one, but you cannot pull it back by hand. If you let go of it, it will be considered debris, and will need to be retrieved by the ROV to avoid penalty points.

If we released a container at the side of the pool, and it floated it within reach of our crew deck members, would they be able to grab it and take it out of the water?

Yes. If debris floats within arms reach (no additional reaching tools) of a tether manager, you may remove it from the pool and not receive a penalty.
